Comments Sought on IRS Continuing Education Provider Standards and Process

The IRS on Jul 18 invited open comments on a routine for commendatory stability preparation providers and on a standards that should request to such providers (Notice 2011-61). Under final Circular 230 regulations released in May, purebred taxation lapse preparers will be compulsory to accommodate stability preparation mandate by completing courses offering by competent stability preparation providers. (See “IRS Finalizes Circular 230 Regulations.”)

The notice says a IRS is building procedures and standards for people and entities that wish to be authorized as stability preparation providers and is looking for contention from preparation providers, taxation lapse preparers, attention and consumer groups, and taxpayers.

The notice provides a prolonged list of specific equipment a IRS is generally meddlesome in comments on, including what information an applicant contingency contention to be authorized as a stability preparation provider and what criteria a IRS should use to weigh either a stability preparation provider applicant meets a mandate of Circular 230.

Comments can be emailed to Notice.Comments@irscounsel.treas.gov and should embody “Notice 2011-61” in a theme line. Comments should be submitted by Aug 17.

The requirement that purebred taxation lapse preparers accommodate stability preparation mandate is partial of a IRS’ ongoing bid to umpire “unenrolled” taxation lapse preparers. The AICPA recently signaled a support for a IRS’ program, after a IRS listened to concerns and practiced a module to simulate suggestions done by a AICPA and other stakeholders.
